🎉 祝賀 = 祝 wish/bless + 賀 celebrate, then 하다 to do: do a celebration-wish
축하 is the Sino-Korean reading of 祝賀 (Chinese zhùhè, Japanese shukuga). 축 also appears in 축복 (blessing) and 축제 (festival). Add 하다 (to do) and the noun becomes a verb: 축하해요 = congratulations.
