언제 (when) + 나 (any/ever) = whenever, so always
언제 means when, and the particle 나 adds the sense of any or no matter which. When + any = at any time, hence always. Same pattern as 누구나 (who + 나 = anyone) and 어디나 (where + 나 = anywhere).
