to start, to begin (intransitive)
🏁 始作 (sijak) = begin + make, plus 되다 = to become: a start comes about
시작 is the hanja noun 始作: 始 begin + 作 make. Adding 되다 (to become) makes it intransitive: something gets started on its own. Compare 시작하다, where 하다 (to do) means someone starts it.
