러시아 is a loanword: 러 (reo) + 시 (si) + 아 (a) copies Ru-ssi-a syllable by syllable. Korean has no separate r/l, so ㄹ stands in for R, and 시 is said like shi, giving reo-shi-a, close to the English Rush-a.
