過ぎる means to pass by: add it to a word and you've gone past the limit
On its own, 過ぎる (sugiru) means to pass or go past. Attached to a verb stem or adjective, it means doing that thing past the right amount: 食べ過ぎる = eat too much, 高すぎる = too expensive.
