⏳ Same ぶり as 久しぶり (long time no see): 3年ぶり = first time in 3 years

You already know ～ぶり from 久しぶり, literally 'after a long interval'. Put a length of time in front of it: 10年ぶりに会った means 'met for the first time in ten years'. The time goes first, then ぶり.
