🏛️ 庁 = 广 building + 丁 chō: the building that gives the sound chō
The old form 廳 put 聽 listen under the 广 roof: a hall where officials hear petitions. As a suffix it names government agencies, as in 気象庁 Meteorological Agency and 警察庁 National Police Agency.
