sugi = from 過ぎる (sugiru), to pass by: go past the limit = too much
すぎ is the stem of 過ぎる, to pass or go beyond. After a time it means past (5時すぎ = past five). After a verb or adjective stem it means the action went beyond the right amount: 食べすぎ = eating too much.
