💇 kami = hair, paper (紙) and god (神): three words, one sound
Japanese has three common words read kami: 髪 hair, 紙 paper, 神 god. Hair is the kami on top of your head, and 上 (above) is also read kami. The top part 髟 is the long-hair radical, found in other hair-related kanji like 髭 (moustache).
