🪑 議長 = debate (議) + chief (長): the head of the discussion
議 (gi) means to debate or deliberate, as in 会議 kaigi, meeting. 長 (chou) means head or chief, as in 社長 shachou, company president. The chief of a deliberation is the one who chairs it.
