🏛️ 議会 = discuss (議) + assembly (会): the assembly where laws get debated
議 means to deliberate or debate; it has the speech radical 言. 会 means a meeting or gathering, as in 会議 (kaigi, meeting). Put together, a debating assembly is a parliament. Sound hook: gi-kai, where they give and they cry over every bill.

The traditional form 會 showed a lid over a vessel with contents stacked inside, depicting things coming together — hence 'meet, gather, assemble.' From 'gathering' it extended to 'meeting,' then 'understand' (minds meeting) and 'be able to.' The simplified 会 keeps only a schematic top and bottom.
