⚖️ 罰 (batsu, penalty) + する (to do) = to hand out a penalty
罰 is the batsu of 罰ゲーム (batsu gēmu), the forfeit a loser must do on Japanese TV shows. When batsu joins する, the tsu turns into a small っ and the word becomes ばっする, to punish.
