📦💴 納 = thread 糸 + inside 内: bring goods inside, to store them or pay them in
Old taxes were often paid in goods like silk thread and rice, carried into a storehouse. That is why 納める means both to pay (you hand the goods in) and to store (that is where they end up). The same 納 appears in 収納 (storage).
