🌱 発 set out + 達 reach = start somewhere and get there: development
発 is the 'start' in 出発 (departure), and 達 is the 'reach' in 達成 (achievement). Growth means setting out from one stage and reaching the next. It is often used for bodies, children, technology and weather systems, as in 台風が発達する, a typhoon strengthens.
