浮 is water 氵 plus 孚. The -aberu ending makes it transitive: you set a boat afloat on water. It also works figuratively: a smile or tears float up onto a face (笑みを浮かべる), and an idea surfaces in the mind (思い浮かべる).

浮 is a semantic-phonetic compound. The water radical 氵 gives the meaning 'water,' while 孚 supplies the sound and originally depicted a bird hatching an egg. Together they convey something resting on water, hence 'to float.'
