🪣💧 汲 = 氵 water + 及 reach: you reach into water to draw it up
The left side 氵 is the water radical, and 及 means to reach. Together they mean reaching down into a well or stream to scoop water out. It is also used for people: 気持ちを汲む means to draw out, or understand, someone's feelings.
