🖌️ 描 = hand 扌 + seedling 苗: the hand sketches the sprout
The left side 扌 is the hand radical, and 苗 (なえ, seedling) supplies the sound and shape. For the reading, egaku sounds like 'a-go-cue': the cue for your hand to start drawing or describing something.

🖍️ 描く = 扌 hand + 苗 seedling; kaku, same sound as 書く to write
Kaku comes from 掻く, to scratch: writing (書く) and drawing (描く) both began as scratching marks. The 扌 hand radical shows the hand at work, and 苗 (byō) gives the kanji its on-reading, as in 描写 byōsha, depiction.
