✊ 掴 = hand 扌 + country 国: a hand that grabs a whole country
The left side 扌 is the hand radical found in many action verbs, and the right side 国 means country. A hand closing around a country is to seize or grasp it. For the sound, tsukamu is close to took a moo: you took the cow by the horns.
