📣 振興 = shake + rise up: stir something until it rises, i.e. promote it
振 means shake or swing, as in 振る (furu, to wave). 興 means rise or flourish, as in 興味 (kyoumi, interest). So 振興 is shaking an industry or region awake so it rises, as in 産業振興 (promotion of industry).
