✅ 承認 = accept (承) + acknowledge (認): to formally approve
承 means to receive or accept, as in 承知 (understood). 認 means to recognise or admit, as in 認める. Accepting plus acknowledging gives official approval. Same sound as 商人 (merchant), but a different word.
