🔧 工 (craft) + 夫 (labour) = skilled craftwork that produces a clever device, i.e. ingenuity
夫 originally meant a worker, so 工夫 is craft plus labour: a clever solution worked out through skilled effort. The verb 工夫する means to devise or work out a way to do something.
