to take up
取り上げる = 取る take + 上げる raise: take something and lift it up
取る (toru) means to take and 上げる (ageru) means to raise. Together they mean to pick something up. That covers taking up a topic for discussion and taking an item away from someone, which is confiscating.
取 — ear 耳 + hand 又
取 originally depicted a hand (又) grasping an ear (耳), referencing the ancient practice of soldiers cutting off enemies' left ears as proof of kills to claim rewards. The meaning broadened from 'seize/take by force' to the general sense of 'take, get, obtain' used today.
上 — horizontal line above a baseline
上 is an indicative character (指事): a short stroke placed above a longer reference line shows the concept of 'above' or 'up'. The earliest oracle-bone forms used two horizontal lines for this; the modern shape added a vertical stroke for clarity. The core meaning of 'upper, above, to ascend' has stayed stable for millennia.
