🌦️ 予報 = in advance (予) + report (報): a report given before it happens
予 means beforehand, as in 予約 (reservation) and 予定 (plan). 報 means report or news, as in 報告 (report) and 情報 (information). A report made in advance is a forecast, which is why 天気予報 means weather forecast.
