🚨 骚 disturb/agitate + 乱 chaos/disorder = an agitated chaos: a riot
乱 (luàn) is the common word for disorder or chaos; 骚 (sāo) adds the sense of agitation or stirring-up. Stack them and you get a stirred-up disorder, i.e. a disturbance or riot. The tones sāo luàn fall flat-then-down, mirroring a crowd surging then crashing.
乱 — hand 又 + tangled silk 𠬪/乿 component
乱 is the simplified form of 亂. The traditional character depicts hands above and below untangling silk threads on a frame, with 乙 on the right. It originally meant 'to put tangled threads in order,' but came to mean both 'disorder' and 'to govern chaos.'
