consulate
🏛️ 领事 (consul) + 馆 (building) = the consul's building = consulate
领 = lead/manage, 事 = affairs, so 领事 is the official who manages affairs abroad: a consul. 馆 marks a service building (same 馆 as 大使馆 embassy, 图书馆 library). Together: the consulate.
领 — 令 (command, phonetic) + 页 (head)
A semantic-phonetic compound. 页 (head/page) gives the meaning, originally referring to the neck or collar — the part connecting the head to the body. 令 supplies the sound. From 'neck/collar' it extended to 'lead, guide, receive,' since the neck leads the body.
事 — hand 又 holding a banner/tablet on a pole
Originally a pictograph of a hand (又) grasping a pole or ceremonial banner used by an official, depicting the act of conducting court business. From this it came to mean 'affair, matter, business, service.' It shares an ancient origin with 史 (scribe) and 吏 (official).
