议员
yìyuán · HSK 7
member of legislative body
🏛️ 议员 = 议 (discuss/deliberate) + 员 (member) = a member who debates = councillor
议 means to discuss or debate; 员 marks a person filling a role (same 员 as in 员工 staff). A 议员 is literally a debating-member, i.e. someone seated in a legislative body. Note yìyuán shares 员 with many job words.
议 — speech radical 讠 (言) + 义 (yì, righteousness)
议 is a semantic-phonetic compound. The speech radical 讠 (言) signals meaning related to talking, while 义 supplies the sound 'yì'. Together they convey discussing or deliberating—literally 'speech about what is right,' which fits its modern senses of 'discuss' and 'proposal.'
员 — mouth 口 + shell/money 贝 (貝)
Originally a pictograph of a round bronze tripod vessel, with 口 depicting its round opening and 鼎 (later simplified to 貝/贝) showing the vessel itself. The original sense was 'round,' now written 圓/圆. It was borrowed to mean 'member' or 'person in a role,' which became its main modern meaning.
