车 chē is the generic word for a wheeled vehicle, seen also in 汽车 (car) and 火车 (train). Add 警 (police, alarm) on the front and you get the car that sounds the alarm: the police car.

车 is a pictograph originally drawn as a top-down view of a chariot, showing the axle, wheels, and carriage box. The ancient form 車 clearly depicted two wheels connected by an axle. It still means vehicle, cart, or car today.
