耍 stacks 而 on top of 女. Note the meaning to wield or play with, as in 耍把戏 (perform tricks) or 耍酷 (act cool). The 而 component, not 雨, is the top half — distinct from similar-looking characters.

耍 combines 而 (originally a beard) above 女 (woman). The graph is traditionally read as a woman toying with or teasing a bearded figure, giving the sense of 'play, trifle, amuse oneself.' It is a relatively late character used mainly for the verb 'to play' or 'to perform tricks.'
