纲领

gānglǐng · HSK 7

political program

📋 纲 = main rope of a net + 领 = collar/lead

纲 originally meant the thick guiding rope that holds a fishing net together; 领 is the collar that leads a garment. Together they mean the guiding principles or program that holds an organization together.

领 — 令 (command, phonetic) + 页 (head)
A semantic-phonetic compound. 页 (head/page) gives the meaning, originally referring to the neck or collar — the part connecting the head to the body. 令 supplies the sound. From 'neck/collar' it extended to 'lead, guide, receive,' since the neck leads the body.
