at home and abroad

🌊🌍 海 sea + 内 inside + 外 outside = within and beyond the seas, at home and abroad

Old China saw itself ringed by seas, so 海内 (within the seas) meant domestic and 海外 (beyond the seas) meant abroad. Fused as 海内外, it covers both: everywhere, domestic and international alike.

海 — water radical 氵 + 每 (phonetic)
海 is a phono-semantic compound. The 氵 (water) radical signals the meaning—a vast body of water—while 每 supplies the sound. Originally referring to the sea or ocean, it later extended figuratively to mean 'vast' or 'a great quantity,' as in 人海 (a sea of people).

内 — enclosure 冂 + enter 入
内 originally depicted something entering (入) into an enclosed space (冂), giving the core sense of 'inside' or 'within'. The pictographic image of going into a covered area extended naturally to meanings like inner, internal, and inland. It contrasts with 外 ('outside').

外 — evening 夕 + divination 卜
Originally a compound of 夕 (evening) and 卜 (divination). Ancient Chinese divinations were performed in the morning; doing them at evening (夕) was considered irregular or 'outside' the norm. From this sense of deviation, 外 came to mean 'outside' or 'external'.
