📨 派 (faction/group) + 出 (out) = send out from your group

A faction (派) pushes someone out (出) on a mission. Dispatching is literally sending forth from the ranks. Sounds like 'pie choo' — a pie that makes you sneeze it away.

派 — water radical 氵 + 𠂢 (branching stream)
派 originally depicted branching tributaries of a river, with 氵 (water) added to reinforce the meaning. The right side 𠂢 shows a stream splitting into smaller channels. From 'river branch' it extended to mean a faction, school, or to dispatch/send out.

出 — foot 止 emerging from enclosure 凵
出 is a pictograph showing a foot or plant stepping out of a hollow or enclosure, depicting the act of going forth. The original sense of 'coming out' or 'emerging' has remained stable since oracle bone script. It now broadly means 'to exit, go out, or produce.'
