💧📏 水 water + 准 standard; a water surface is the original tool for finding true level
水 means water and 准 means standard or accurate. A still water surface was the original way to gauge a flat, true level, so 水准 came to mean level or standard of quality.
水 — pictograph of flowing water
水 is a pictograph depicting a stream of flowing water, with the central line representing the main current and the side strokes showing splashing droplets or ripples. In oracle bone script it was drawn even more clearly as a wavy vertical line with branches. It retains its original meaning of 'water' and also serves as a radical, often appearing in the compressed form 氵.
准 — ice radical 冫 + falcon 隹
Originally written 準, meaning a water level used to check flatness, hence 'standard' or 'level.' The simplified form 准 was historically a variant used for 'permit' or 'approve.' Modern Chinese merged both senses into 准, covering 'accurate,' 'standard,' and 'to allow.'
