极少数

extremely few
🐜 极 extreme + 少 few + 数 number = an extremely small count, a tiny minority
极 caps the intensity (extreme), 少数 means few in number or a minority. Together: only an extremely small fraction. The 极 prefix is the same one in 极好 (extremely good) and 极大 (enormous).
极 — wood radical 木 + 及 (jí, phonetic)
极 is a semantic-phonetic compound: 木 (wood) hints at the meaning, since the original sense was the ridgepole — the highest beam of a roof. 及 supplies the sound 'jí'. From 'topmost beam' the meaning extended to 'extreme, utmost, pole', as in 北极 (North Pole).
少 — 小 (small) + 丿 (slash stroke)
Originally a pictograph showing four small dots or grains, suggesting 'few' or 'small in quantity'. Over time it became distinguished from 小 (small) by adding a downward stroke. The core meaning shifted toward 'few' or 'little in number', while 小 kept the sense of physical smallness.
数 — 婁 (lóu, phonetic) + 攵 (action radical)
数 is a phono-semantic compound. The right side 攵 (a hand holding a stick) suggests an action, originally tallying or counting by striking marks. The left side 婁 supplies the sound. Over time the meaning broadened from 'to count' to 'number' and 'several'.
