👉 指令 = 指 point/finger + 令 order = an order someone points out to you

指 (zhǐ) is the same finger that points; 令 (lìng) means command or order. A directive is literally a command that gets pointed at you.

指 — hand radical 扌 + 旨 (zhǐ, phonetic)
指 is a semantic-phonetic compound. The hand radical 扌 gives the meaning — something done with the hand, namely pointing with a finger. 旨 supplies the sound 'zhǐ'. From 'finger' it naturally extended to the verb 'to point' and figurative senses like 'to indicate' or 'to refer to'.

令 — person 人 (top) + kneeling figure 卩
Originally a pictograph showing a person under a roof issuing orders to a kneeling subordinate, depicting authority giving commands. The core meaning 'command, order' extended to 'cause/make (someone do something)' and later to honorific senses like 'good' or 'your' (令尊). The phonetic role in compounds like 零 and 铃 came later.
