基层
jīcéng · HSK 7
basic/primary level
🧱 基 (base/foundation) + 层 (layer) = the base layer, i.e. grass-roots level
基 is the same base as in 基础 (foundation); 层 is layer or tier (as in 楼层, floor). Stack them and you get the bottom layer of an organization — the grass-roots, primary level.
层 — corpse 尸 + cloud 云 (simplified from 曾)
层 is the simplified form of 層. The original character combines 尸 (a roof/dwelling) with 曾 (céng), which provides the sound and originally depicted stacked layers of a steamer. Together they suggested a multi-storied building, extending to mean 'layer,' 'tier,' or 'story.'
