命 means to order or assign, 题 means topic or question. Together: a topic that has been set down. In logic and math that fixed statement is a proposition; in school it is the assigned essay topic.
命 — 亼 (gather) + 卩 (kneeling person) + 口 (mouth)
Originally depicted a kneeling figure receiving an oral command from above, combining 令 (order) with an added 口 (mouth) for emphasis. The image of authority issuing decrees extended from 'command' to 'mandate' and then 'destiny, life,' as one's fate was seen as decreed by Heaven.
题 — page radical 頁 + 是 (phonetic)
题 is a phono-semantic compound. The right side 是 gives the sound (shì→tí), while the left 頁 (simplified 页, 'head/page') carries the meaning, since titles and topics were written at the top of a page. Original sense was 'forehead,' later extended to 'title, topic, problem.'
