📢 发 = issue/send out + 行 = circulate; together: send out into circulation
发 means to send out or release; 行 means to go around or circulate. A publisher 发行s a book by sending it out and putting it into circulation — issuing, publishing, distributing.
发 — simplified form of 發; from 癶 (two feet) + 弓 (bow) + 殳 (weapon)
The traditional form 發 depicted shooting an arrow from a bow, with 癶 showing outstretched feet and 弓 the bow, giving the core sense of 'send out, discharge.' From this came extended meanings like 'issue, emit, develop.' The modern simplified 发 also absorbed 髮 (hair), so it now covers both 'to send out' and 'hair.'
行 — crossroads pictograph (left 彳 + right 亍)
行 originally pictured a four-way crossroads in oracle bone script, with two paths meeting. From 'road' it extended to 'walk, go, travel,' and then to 'a row, line' or 'business firm' (read háng). The two halves 彳 and 亍 are the split sides of that ancient crossroads.
