原 means origin or source; 料 means material or stuff. Together 原料 is the source-material that feeds a process — the ingredients or feedstock before any refining or assembly happens.
原 — cliff 厂 + spring 泉 (white 白 + water 水)
Originally a pictograph showing a spring of water flowing out from beneath a cliff, depicting the source of a stream. From this concrete image of a water source, the meaning extended to 'origin,' 'source,' and 'original.' A separate character 源 was later created with the water radical 氵 to keep the literal 'spring' sense.
料 — rice 米 + dipper 斗
料 combines 米 (rice/grain) with 斗 (a measuring dipper), depicting the act of measuring out grain. From this concrete sense it extended to 'to measure, estimate, anticipate' and to 'materials' (things measured out for use), as in 材料 'materials' and 预料 'to anticipate'.
