guideline

📏 准则 = 准 standard + 则 rule = the standard rule you measure conduct against

准 means standard or accurate, 则 means rule or norm; together they form the agreed standard rule, a guiding principle. Think of 则 as the regulation and 准 as the benchmark it is held to.

准 — ice radical 冫 + falcon 隹
Originally written 準, meaning a water level used to check flatness, hence 'standard' or 'level.' The simplified form 准 was historically a variant used for 'permit' or 'approve.' Modern Chinese merged both senses into 准, covering 'accurate,' 'standard,' and 'to allow.'

则 — knife 刂 + shell/money 貝 (simplified to 贝)
则 originally showed a knife (刂) beside a tripod cauldron (鼎), later simplified to 贝. It depicted inscribing laws or rules onto bronze vessels with a knife. From this came the meanings 'rule, standard, regulation,' and by extension the conjunction 'then' indicating a logical consequence.
