all
全 = whole/complete + 都 = all/capital; together = absolutely all
全 means complete or entire; 都 here is the adverb dōu meaning all (different from dū = capital). Stacking them intensifies the sense: every single one, without exception.
全 — enter 入 on top + jade 玉
Originally written as 入 (enter) over 玉 (jade), depicting a complete, unflawed piece of jade kept in storage. From this image of a perfect jade came the meanings 'whole,' 'complete,' and 'entire.' The top component is sometimes written as 人.
都 — 者 (phonetic) + 邑/阝 (city radical)
A semantic-phonetic compound. The right-side 阝 (a reduced form of 邑 'city, settlement') gives the meaning, while 者 supplies the sound. Originally it referred to a capital or major city, and later extended to mean 'all' or 'even' when read dōu.
