上报

to report to one's superiors

📰 上 = up/superior + 报 = report; reporting up to those above you

上 means up or superior, 报 means to report or news. So 上报 is to send a report upward to your bosses, or for something to go up into the news. The same 报 sits in 报纸 (newspaper).

上 — horizontal line above a baseline
上 is an indicative character (指事): a short stroke placed above a longer reference line shows the concept of 'above' or 'up'. The earliest oracle-bone forms used two horizontal lines for this; the modern shape added a vertical stroke for clarity. The core meaning of 'upper, above, to ascend' has stayed stable for millennia.

报 — hand 扌 (报) + 卩 seal/kneeling figure
Originally 報 depicted a hand pressing a kneeling criminal under a manacle (幸 + 卩 + 又), meaning 'to judge' or 'requite a crime.' From 'repay/requite' it broadened to 'respond, report, announce.' The simplified form 报 keeps the hand 扌 and 卩 but drops the manacle element.
