one thing

一 + 回 + 事 = one + instance + matter, so it is all one and the same thing

回 is the measure word for an occurrence or time, and 事 means matter or affair. Stacking 一回事 literally counts the affairs as a single instance, which is why it means one thing or the same as.

一 — single horizontal stroke
一 is one of the simplest pictographs in Chinese, depicting a single horizontal line to represent the number one. It has retained essentially the same form since oracle bone script over 3,000 years ago. By extension it also means 'first,' 'whole,' or 'same.'

回 — enclosure 囗 + smaller 囗 inside
回 is a pictograph of a swirling whirlpool or coiled spiral, shown as nested squares in modern form. The original meaning was 'to revolve' or 'turn around,' which extended to 'return' and 'a time/occurrence.' It also appears as a phonetic in characters like 茴 and 廻.

事 — hand 又 holding a banner/tablet on a pole
Originally a pictograph of a hand (又) grasping a pole or ceremonial banner used by an official, depicting the act of conducting court business. From this it came to mean 'affair, matter, business, service.' It shares an ancient origin with 史 (scribe) and 吏 (official).
